
Premium Charge on Automobile Transport in NMG, BCACM Wagons to Continue at 15%: Railway Board Clarifies
New Delhi, 28 June 2025: The Ministry of Railways has clarified that the existing provisions regarding premium charges on automobile traffic transported through NMG (New Modified Goods) and BCACM wagons will remain in effect. The clarification was issued through a Railway Board letter dated June 25, 2025, under reference No. TC-I/2022/101/efile/1 (3389180).
The communication, addressed to the Managing Director of CRIS and Chief Administrative Officer of FOIS, refers to earlier circulars and letters concerning the calculation of premium charges for automobile freight movement.
Key highlights from the Railway Board’s clarification:
1. Premium Charge at 15%
Premium charges will continue to be levied at 15% on normal freight as per the directives of the Board’s earlier circulars.
2. Freight Rate per Wagon Applies
For automobile traffic moved in NMG and BCACM wagons, freight rate per wagon is applicable, rather than charging as per standard Goods Tariff norms. This follows provisions from Rates Circular No.38 of 2008.
3. Current Charging Rates
The latest applicable rates for charging automobile traffic are as prescribed in Corrigendum No.07 to Rates Circular No.32 of 2021.
This clarification was issued in response to a query raised by FOIS/CRIS via letter dated June 4, 2025, concerning the applicability of premium charges.
The move ensures uniform implementation of existing freight policies across zones and divisions, particularly for the transportation of automobile consignments.
